New York, New York - Mayor Zohran Mamdani has launched a review of the New York Police Department's use of force tactics after an officer evaded accountability for violating guidelines.
On Monday, Mamdani's office announced that the first review in a decade will be conducted using "a robust community engagement process.
"When the government uses force against a New Yorker, the standard for accountability must be at its highest," Mamdani said in a statement.
"Every New Yorker deserves to know that force will be used lawfully, carefully and only when necessary."
The office also said the mayor unveiled a package of reforms to strengthen accountability when an officer faces allegations of misconduct, such as measures to complete a disciplinary process before an officer can resign to evade accountability.
The reforms were motivated by the death of 19-year-old Win Rozario, who was fatally shot by NYPD officers while suffering a mental health crisis in his Ozone Park home in March 2024.
Police Officer Salvatore Alongi, one of two officers facing disciplinary action for violating department guidelines, was allowed by the NYPD to retire before facing trial.
In a recent press conference, Notan Eva Costa – Rozario's mother, who was present during the shooting – said she felt "betrayed" by Mamdani.
In Monday's statement, the mayor said the city has "an obligation to Win's family and to every New Yorker who calls for help in a moment of crisis."
"This review is about making sure our policies reflect that responsibility, that our officers have the guidance and training they need and that New Yorkers and their families can trust their city will treat them with care and dignity," he added.
