"The talks will bring together Ukraine, European allies and the US as they seek to develop a peace proposal to present to Russia," the report said, citing an anonymous US official.

Witkoff is expected to first visit Oslo, Norway, to hold talks Tuesday with Ukrainian President Volodymyr Zelensky and Norwegian Prime Minister Jonas Gahr Store, the official told Axios.

Representatives from the United Kingdom, France, Germany, and Poland, as well as NATO and other European leaders, will also attend.

Witkoff then plans to travel to Russia, "where he hopes to meet with President Vladimir Putin and present ideas," the official said.

The White House did not immediately respond to an AFP request for confirmation.

The news comes as Zelensky accused Washington of deliberately delaying deliveries of interceptor missiles to Ukraine and of hobbling its military response through changes to the Starshield system it uses for communications.

The US denies making any changes to intelligence-sharing with Kyiv.
